Weng On Tam, PE (President)

Weng On has more than two decades of progressive experience including 18 years’ experience with innovative project delivery. His alternate delivery projects range from $30 million to $2.7 billion, from Texas to Alaska. Weng On’s experience spans the planning, procurement, design, construction, operations and maintenance phases of projects. His innovative delivery experience includes concession (DBFOM, P3), design-build (DB), construction manager/general contractor (CM/GC), and master development plan (strategic partnership) project delivery methods. On these projects, he has served as the Owner’s representative, Independent Engineer, and Design-Build Team. Weng On is currently a member of the Transportation Research Board Quality Assurance Management Committee and the Quality Management for Alternative Project Delivery Subcommittee while also having previously served on other committees.

Operationally, Weng On has served as a Branch Manager of a small engineering firm and a Regional Business Leader for an ENR Top 20 Global Design Firm. He currently serves as President of Tam Consulting Services LLC where he also leads the firm’s engineering practice.

Mandy has more than 15 years of experience in education, real estate, accounting, and human resource management. She has managed and delivered different types of projects including projects for the Texas Education Agency and Austin Community College. Currently, she manages TCS’ accounting and human resources.

Mark Edwards, PE (Senior Program Manager)

Mark has over three decades of progressive experience including more than 15 years experience with innovative project delivery. His projects range from $3 million to $1.5 billion. Mark’s highway experience includes TxDOT’s SH 130 Segments 1 through 4 in Austin, Texas, KYTC/ INDOT’s Ohio River Bridges Project near Louisville, Kentucky, and GDOT’s I-285/SR400 Improvement Project near Atlanta, Georgia. His rail projects include the TEX Rail project in Fort Worth, Texas and the DART CMGC-3 Green Line expansion in Dallas, Texas. Mark’s innovative delivery experience includes design-build-finance-operate and maintain (DBFOM), design-build-finance (DBF), design-build (DB), and construction manager/general contractor (CM/GC). On these projects, he served as Project Manager or other leadership position as the Owner’s representative and Design-Build Team. Mark also has experience as the contractor PM where he constructed roads, highways, bridges, water and wastewater pump stations and treatment plants. His experience on both sides of the contract, owner representative and contractor, gives him unique insight into contract issues that helps lead to win-win scenarios.

Thomas has more than two decades of experience in the design and construction management of transportation projects in Texas, Colorado, Missouri, and Oklahoma. His projects included local roads, complex highways, and airports ranging from $1M to over $1B in total project costs. Thomas has served as the Project Manager and other leadership roles in the planning, final design, and construction phase of projects. His experience includes planning, design and construction management on design-bid-build projects as well as procurement, design management, and construction management on alternate delivery projects for Owner Agencies. His experience also includes proposal preparation, final design, and post-design services for design-build contractors on alternate delivery projects.

Lewis Gamboa, PE (Senior Project Manager)

Lewis has over 42 years of construction experience with 31 years at TxDOT as an Assistant Area Engineer at the Lubbock, and Wichita Falls Area Offices, then at TxDOT Bridge Division as a Bridge Field Engineer responsible for assisting with constructability reviews of bridge plans, providing technical support for bridge construction, and addressing emergency bridge repairs. In these roles, Lewis led TxDOT offices, managed multiple large scale construction projects, supported Districts with his expertise in construction, maintenance, safety inspections, constructability reviews, and served as trouble shooter for bridge construction issues statewide.

Ricky Moore (Senior Project Manager)

Ricky has over three decades of experience working in the transportation industry.  He retired from TxDOT after 30 years of service and has been working as a consultant for the last 8 plus years. During this tenure he has gained invaluable knowledge in the field of construction materials engineering, inspection & testing.  His experience has allowed him to provide operations management and oversee all facets of the pre and post solicitation process, construction management and contract administration of numerous construction engineering \ inspection (CEI) and material testing projects. His experience has allowed him to manage rural and urban projects such as small seal coat projects, overlays, rehabs, new roadway locations, bridges, and interchanges. During his career Ricky has had the opportunity to perform surveying, inspection, testing, design, record keeping, auditing, training, and project management.

Chien Fu, PE (Senior Engineer)

Chien has over 40 years of experience as a recognized leader in materials engineering, testing, research, and quality management. He has served in key operational and project management roles for quality control (QC), quality assurance (QA), owner verification (OV), independent assurance (IA), independent engineering (IE), and referee testing for design-build (DB) projects. Chien’s DB projects in Texas, Utah, Arizona, Nevada and New York total over $14 billion and range from $130 million to $5 billion. He has proven expertise in quality program development, process implementation, training, and audits (including NQA-1 certification). Chien authored the Indiana DOT ITM-214 and ASTM D3319 test procedures which was subsequently adopted by AASHTO. He has also given technical presentations and guest lectures across the country.

David Selman, PE (Senior Project Manager)

David has more than three decades of progressive experience, including 26 years with TxDOT, and 5 years’ experience with innovative project delivery. His projects range from less than $5 million to over $1 billion, with projects in seven TxDOT districts. David’s experience spans the planning, design and construction phases of projects. On the traditional projects, he has served as the Project Manager, Design Engineer and Resident Engineer. David has managed or provided oversight planning, design, and construction projects including enhancement projects, reconstruction of city streets, and construction of new roadways with interchanges. On the innovative delivery projects, he has served as the Owner Verification Testing and Inspection Manager and Owner Verification Testing Manager.

Victor Pavloff, PE (Senior Engineer)

Victor has over four decades of experience of progressive experience including 21 years with the Louisiana Department of Transportation and Development (LADOTD) and 10 years with the North Texas Tollway Authority (NTTA). At LADOTD, Victor served as District Engineering Manager where he administered, planned and managed the inspection, maintenance/construction and security of roads, bridges, buildings, dams, and airport improvements. managed complex and specialized engineering projects. At NTTA, Victor served as the Assistant Director of Infrastructure Engineering where he provided engineering and administrative direction to staff and consultant engineers/architects to conduct condition assessment for infrastructure assets, compile and analyze of data, forecast asset deterioration and implement asset preservation strategies. He also managed and directed rehabilitation/repair projects from identification and prioritization through the design and construction phases.

Damian Bozek, PE (Lab Manager/Project Manager)

Damian has over 13 years’ experience in geotechnical engineering, construction materials engineering and laboratory management. His experience includes both design-build and design-bid-build projects. Damian has also served as Quality Manager with responsibility for management reviews, internal audits, and training. Damian is TxDOT precertified in Asphaltic Concrete Production (12.1.1), Portland Cement Concrete (12.1.2), Materials Engineering (12.1.3), Asphaltic Concrete Placement (12.1.4), Portland Cement Concrete Placement (12.1.5), Embankment/Subgrade/Backfill/Base Production (12.1.6), Embankment/Subgrade/Backfill/Base Placement (12.1.7), and Plant Inspection And Testing (12.2.1). He also maintains certifications for ACI Field, ACI Strength, ACI Aggregate, TXAPA Level 1A, TXAPA Level 1B, TXAPA Level 2, TXAPA SB101, TXAPA SB102 , TXAPA SB103, TXAPA SB201 and TXAPA SB202.

He has experience in various aspect of design including geometry, signing, pavement marking, drainage, MOT, etc. Wayne is also proficient in OpenRoads Designer and OpenBridge Modeler along with other Bentley and Autodesk products. He uses CIM during project planning, design, and delivery phases where he has served as the CIM manager and Lead Discipline Engineer. Wayne has applied advanced computational design processes to successfully deliver more than $3B of projects.

Craig has over 11 years of experience with a diverse background in project development and construction management of traditional and alternative delivery transportation projects throughout Arizona. His experience includes management of the planning and final design phases of new freeway interchanges, major roadway expansion, ITS systems, intersection improvements, bridge rehabilitation and replacement, and pavement preservation projects on state highways and local roadways. Craig has also served as a Resident Engineer for the Arizona Department of Transportation where he led a construction field office of 13 staff overseeing construction on projects. His experience includes design-bid-build, design-build (DB) and construction manager at risk (CMAR) projects ranging from $1 million to $777 million.

John Hawkins, PE (Senior Project Manager)

John has over 13 years of progressive experience on both design-build and design-bid-build projects. This includes more than a decade with SCDOT (in various positions from Inspector to Assistant RE) and he maintains all SCDOT field inspection certifications in all areas of highway construction. John’s projects range from $2 million to $1.6 billion. His DOT projects include the $242 million I-85/I-385 Interchange (Gateway Project), the $1.6 billion Carolina Crossroads program, and several other projects. John has also served as an Inspector for a local municipality and as QC Manager for a leading regional contractor. His experience representing the DOT and the contractor in leadership positions gives him unique insight into contract issues that helps lead to win-win scenarios.
