Project Control Specialist
Location: Houston, TX

Position Information: TCS is seeking a candidate who is detail-oriented and works well in a fast-paced setting to manage project records on SH 99 B-1 in Houston (Alvin), Texas. In this position, this individual will be responsible for ensuring State and Federal contract compliance is being met. This individual will be accountable for project document control, managing, processing, and auditing (internally) a major construction project’s records, including recommending more efficient means of bookkeeping. Works under the direction of the PM, a licensed professional engineer, who has full authority for final approval of all engineering-related work. Successful candidates will also possess expertise in the scheduling of construction projects, including review, analysis, and reporting of findings on complex schedules.
Position Description: Provides oversight, monitors, and creates construction project documentation. Audits and conducts final reviews of construction project records; verifies contractor compliance with state and federal requirements, and trains others. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
- Maintenance and processing of construction project records and documents.
- Filling Project paperwork using the method approved by TxDOT.
- Monitoring records to verify compliance with State and Federal laws.
- Verifying accuracy and processing payments due to the contractor for completed work.
- Advises contractors’ bookkeepers on record-keeping procedures.
- Acts as liaison and assists with FHWA and departmental reviews of construction records.
- Acts as liaison with construction inspectors and the contractor’s staff.
- May serve as DBE Coordinator.
- Performs and reviews construction records, audits, and coordinates with PMs on monthly and final estimates, change orders, supplemental agreements, and work orders.
- Prepares related correspondence and reports.
- Trains with less experienced recordkeepers and records auditors.
- Verifies contractors’ compliance with federal requirements for EEO, OJT, and DBE.
- Attend weekly project meetings and provide record-keeping status updates.
- Communicates and coordinates with TxDOT record-keeping status and activities.
- Extensive experience and expertise in reviewing and auditing project records for consistency with file management plans and ensuring staff follow naming conventions and compliance with the project file management plan.

- Ability to provide technical support for analyzing, monitoring, and evaluating construction Critical Path Schedules.
- Sr. Project Control Specialist: 15+ years of record keeping, bookkeeping, auditing, developing, implementing, and management of electronic document control, document sharing, and filing systems, or other related experience.*
- Project Control Specialist: 5 to 15 years of record keeping, bookkeeping, auditing, developing, implementing, and management of electronic document control, document sharing, and filing systems, or other related experience. Experience can be satisfied by a full-time or prorated part-time equivalent.
- Education: High School Grad or Equivalent in general high school studies. Related college education or relevant technical training may be substituted for experience on a year-by-year basis.
- Valid US driver’s license. This position may require driving a TCS vehicle.
- TxDOT pre-certifications in Project Office Operations, Record Keeping, and Scheduling are preferred.
- Familiarity and experience working with TxDOT’s electronic document management system and filing system on Design Build projects will be considered a plus.

- Scheduling: 5+ years of experience with P6 scheduling software with a demonstrated ability to review, analyze, and perform claims and time impact analysis on highly complex project schedules.

Laboratory Manager
Location: Houston, TX
Employment Type: Full-Time
Position Information: TCS is looking to hire a Laboratory Manager to work on our SH 99 Segment B-1 project in Houston (Alvin), Texas. This position will be supervising and working in materials testing in a laboratory setting and evaluating roadway material, inspecting manufacturing processes and contributing to the process of building and maintaining state highways. Lab Manager works under the direction of the Senior Material Manager and Project Manager (PM) , a licensed professional engineer, who has full authority for final approval of all engineering-related work. Employees at this level perform work independently on assignments; however, unusual issues are referred to the supervisor. TCS reserves the right to determine the level of position based on the applicant’s work experience, education, skill level, and all other appropriate factors and based on business needs.
Position Description: Manage and evaluate the sampling and testing procedures, personnel, equipment, and laboratory used as part of the acceptance decision. This includes conducting inspections and reviewing procedures and certifications to verify that all testing requirements are met and ensuring adherence to the DBQAP. Supervises other lab employees.
- Well-versed in ASTM & TxDOT test procedures for soils, aggregates, concrete and HMAC.
- Experience with testing processes and procedures on Design Build projects.
- Understanding and ability to follow requirements of the Owner Verification and Testing Plan (OVTIP)
- Responsible for maintaining and calibrating equipment.
- Experience acquiring and/or maintaining AASTHO and/or TxDOT laboratory accreditation.
